Background InformationThe 'new' County Council was created under the 1972 Local Government Act, taking effect on 1 April 1974. A new Lancashire County Council was established for the existing administrative County area and independent County Boroughs were abolished. The new Lancashire was smaller in population and area than the old. The main losses were the South-East of the old county which became Greater Manchester, and parts of the South- West which became Merseyside; while the Widnes and Warrington area was transferred to Cheshire and the Furness area to Cumbria. The new county however gained the Forest of Bowland from the West Riding of Yorkshire.

A description of LCC in the 1980's:
The Lancashire County Council is responsible for the provision of a number of major local government services, including education, social services, highways and transportation, fire, libraries, certain planning functions, waste disposal and various functions in the area of 'public protection'. The Police Committee of the County Council is also the Police Authority for the County. The County Council is responsible for services for nearly 1.4m people living in an area extending from Carnforth in the North, to Skelmersdale/Chorley in the south and from the Pennines in the east to the Coast in the West, an area of over 300,000 hectares. The Council's annual revenue budget now approaches £1b per annum. In order to undertake its responsibilities the County Council employs some 50,000 full-time and part-time staff.

The County Council consists of 99 members, elected to serve for a term of four years. The County Council itself holds seven meetings a year, one of which is a Budget meeting. The County Council works through seven main Service Committees (many of which have a variety of Sub-Committees):- Education Committee Social Services Committee Highways and Transportation Committee Planning, Industrial Development and Tourism Committee Library, Museums and Arts Committee Fire Service and Public Protection Committee Police In addition there is the Policy and Resources Committee which undertakes a continuing review of the County Council's broad policy objectives and priorities as well as considering many matters which need to be dealt with on a corporate basis. The Committee has three Sub-Committees with responsibility for the main resources available to the County Council (finance, employees and property) namely, the Finance, Personnel and Land and Buildings Sub-Committees. There is also a Welfare Rights Sub-Committee responsible for the Welfare Rights Service. The day to day work of the authority within policies determined by the County Council is discharged by Departments which relate to their respective parent Committees and are under the direction of specialist Chief Officers. The Chief Officers responsible for the main Service Departments are:- The Chief Education Officer The Director of Social Services The County Surveyor The County Planning Officer The County Librarian The Chief Fire Officer In addition there are three Chief Officers with responsibility for providing the main support services for the Council and its Departments, rather than a service direct to the public. These are:- The Chief Executive/Clerk The County Treasurer The Director of Property Services The Police Force is under the direction of the Chief Constable who, like all police officers, is not an officer of the County Council

In July 1985 a new post of Leader was created, taking over from Chairman. Chairman is now an annual non-political appointment.

In April 1998 two parts of the county became administratively independent: Blackpool and Blackburn-with-Darwen. In effect, the existing borough councils for those areas became unitary authorities, providing all local government services. At the same time, the County Council restructured its administration, creating four directorates out of seven departments.

In 2001 a Cabinet system was introduced, reducing the number of formal committees, though Overview and Scrutiny committees were also created.
The old system of committees and sub-committees continued until May 2001. Then a completely new system came in, consisting of:

Cabinet of 10 councillors

Overview and Scrutiny Committees:
Education and Lifelong Learning
Social Services
External Services (added later in 2001)

Best Value Overview and Scrutiny Committees:
Same 5 subjects as O&S above, though Educ & LL and Social
Services were combined late 2001

Development Control Committee
Regulatory Committee
Standards Committee

… and a few other special committees, eg Audit, Pension Fund

In 2002, the O&S and Best Value committees were reorganised into six
Overview and Scrutiny committees:
Education (classed as a sub-committee)
Best Value
Health Equalities
and O&S Management Panel

Another O&S Committee (or rather sub-committee) was added in 2003: Policy Development Sub, later called Internal Policy Development Sub. Also some Cabinet committees were started c2004.

Sep 2004 Directorates reorganised: Education and Cultural Services combined with the Social Services Directorate to form the Adult and Community Services Directorate. Directorate for Children and Young People also formed.

Jun 2005 Coroners, Registrars and Welfare Rights joined Adult and Community Services Directorate (ACS)

In 2006 the titles of the Overview and Scrutiny Committees were changed to:
Adult Social Care and Health
Children and Young People
Communities and Partnerships
Sustainable Development (and O&S Management Committee)

2006 Democratic Services and Legal Services joined to form County Secretary and Solicitors Group within OCE

2006 Lancashire Locals started (joint committees in each of the 12 districts, formed of the relevant county councillors and an equal number of district councillors). Some county functions delegated to these committees.

2006 Continued integration of services with the Primary Care Trusts including Learning Disabilities and Older Peoples Services. Senior management team structure of Lancashire County Mental Health Services and Lancashire Care Trust merge.

Apr 2007 Lancashire Employee Services created, forming a centralised HR service rather than separate ones in each directorate. Forms part of OCE.

In July 2008 LES was incorporated into a new HR Service Centre (in OCE)

2008 The three DSOs (in-house arms length agencies) are combined into one, called Lancashire County Commercial Group. 3 former DSOs were Lancashire County Care Services, Lancashire County Commercial Services and Lancashire County Engineering Services.

2008 Locality Plans, on an annual basis, introduced for each district, in conjunction with district councils, stating specific aims for residents. Also 'Team Lancashire' started, a committee of all Chief Executives and political leaders in Lancashire, to try to co-ordinate policy

Aug 2008 County Management Board (which meets weekly and comprises Chief Exec plus all Executive Directors of services) changes name to Strategic Leadership Team. The monthly report from CMB 'Core Brief', emailed to all LCC members, becomes 'Team Talk' in Sep 08

June 2009 County Council elections took place on 4th June 2009, the results of which were: Conservative 51, Labour 16, Liberal Democrats 10, Independent 3, Green Party 2, The Idle Toad 1, BNP 1.

CustodialHistoryMany of these records have been transferred by the Records Management Section at the end of their administrative life. They were stored in the Records Management UNICHEM building. Some of these records were however transferred directly by the creating department.
ArrangementThis catalogue was reorganised in 2009 according to the principles of the Local Government Classification Scheme (LGCS) version 2.03. This is used by the Records Management Service in managing records: its aim is to organise records according to static functions rather than departments or directorates which will change during periodic reorganisations of the Council and its services.
Existing references remain the same but new documents received will have the reference LCC/100 followed by a sequential number. e.g. LCC/101, LCC/102 etc
